Step 1. Getting started
1.1 Identify the provisions of relevant planning documents
- The land use and development plan;
- On the urban plan

1.2 Document the carrying capacity of the market area
- Site analysis and carrying capacity of surrounding areas in terms of housing, commercial use and services, recreational activities and community facilities, parks and green spaces, programs and policies of the City of Gatineau.
- The market area includes approved, under discussion and pre-qualified projects, with an impact on the competitive positioning of the project under study as well as its relevance in the context of the development objectives set out in the RDASS.
- This step involves estimating the number of dwellings per typology that this market area can accommodate.
- The City's cooperation is required at this stage. COMPLETED TO DATE 10%
1.3 Document demand for the sector
- This section presents the evolution of the population over the period 2011-2021. It also presents the trends anticipated by the Institut de la Statistique du Québec (ISQ) for the period 2021-2036 and by the City of Gatineau for the same period. COMPLETED
1.4 Writing an argumentative report
- Analysis and refaction of an argument report on the need to develop the sector (sector of expansion, consolidation, urban structure). COMPLETED TO DATE 60%
1.5 Development of a site plan with existing conditions
- Regulatory analysis of potential natural and anthropogenic constraints that could affect the site.
- Development of a site plan showing the existing conditions in terms of topography, environmental constraints such as wetlands, watercourses, highways, roads, activities around the site. COMPLETED
Schedule: April to November 2023
Mr. Chicoine will be responsible for step 1.1 and BC2 will be in charge of steps 1.2 to 1.5
Step 2. Public consultation activity
1.1 Identify the provisions of relevant planning documents
- Identification of stakeholders and issues to be considered;
- Preparation of a public consultation activity (development of map and visual support)
- Animation of the public consultation activity
- Drafting of a summary report of the public consultation activity.
Schedule: May 2023 to January 2024
BC2 will be responsible for this step and Mr. Chicoine will be present during the public consultation activity
Step 3. Develop a vision and guiding principles
- Development of the vision and guiding principles based on feedback and information obtained during the public consultation activity.
- Meetings with client to discuss vision and guiding principles
- Development of a spatial organization concept based on vision and guiding principles;
- Meeting with the client to discuss the spatial organization plan and obtain feedback;
- Revision of the spatial organization plan based on client feedback, if required;
- Preparation of a vision document with plans, inspirational images and a summary of the public consultation activity as well as any other relevant information on the site.
Schedule: November 2023 to March 2024
Step 4. Presentations to government authorities
- Meeting with the municipal political body
- Meeting with the provincial political body
- Meetings with citizens with leadership of the City of Gatineau

Meeting summary notes - june 2023
Discussed during the meeting:
- Presentation of the work team and the roles of the applicant's representatives.
- Explanation of the process to provide information on the site's context, vision, planning framework and redevelopment issues.
- Presentation of an outline of the analysis of the various planning frameworks for housing development, namely the framework process, government orientations and Gatineau's schéma d'aménagement and urban plan.
- Discussion on the research and analysis of information on golf courses in Gatineau, including a table presenting a portrait of golf courses and an evaluation of general criteria on their redevelopment potential.
- Ville de Gatineau representatives point out that a team from the Service de l'urbanisme et du développement durable (SUDD) has been set up to make a presentation to the Commission du développement du territoire et de l'habitation (CDTH) on September 13
According to the SUDD, the sole purpose of the September 13 meeting is to present the interest of golf course owners in Gatineau in modifying their land use to diversify their activities, with or without a golf course.
- The SUDD is currently putting together a presentation document for the CDTH and confirms that it is looking for data on the popularity of golf, types of courses, player and member profiles.
- SUDD confirms that collaboration between the two groups is appreciated and that the exchange of information will be ensured between the two working groups.
- It is agreed to hold a next meeting in July 2023 to see what the Tecumseh golf group can provide to SUDD and see what SUDD can provide as data associated with capacity and infrastructure.
To do:
- SUDD to profile communities and approved development projects. Evaluate the status of development potential projections.
- The SUDD is to complete an analysis of the development plan amendment files to be presented to the Commission sur le développement du territoire et de l'habitation (CDTH) by mid-August. The development of arguments will be handled by the City.
- The SUDD must obtain a mandate from Council to provide for the processing of requests for amendments to urban planning bylaws, including the schéma d'aménagement, the urban plan and other relevant urban planning bylaws.
- SUDD will forward a work plan to the applicant. The follow-up objective is scheduled for the third quarter of 2023.
- The APPLICANT will be invited to share data and analyses performed for golf courses in Gatineau.
- The APPLICANT offers to collaborate fully in gathering as much data as possible and in developing arguments to defend Tecumseh's request to municipal and provincial decision-makers.

Meeting summary notes - june 2023
Discussed during the meeting:
Representatives of the Service de l'urbanisme et du développement durable (SUDD) explain the strategy for presenting the dossier to the Commission du développement du territoire et de l'habitation (CDTH).
The purpose of the September 13 presentation is to obtain a recommendation from the commission on the work mandate to be followed by SUDD.
- SUDD understands that the Tecumseh Golf Task Force's work and data analysis is more advanced than that of the City.
- The SUDD is looking for data on the situation of golf courses in Quebec, including traffic levels and the closure of some of them:
- Obtain trends in the number of golfers in Quebec;
- Obtain data on where players come from;
- Attempt to understand the short- and medium-term vision of golf use.
- The Infoterritoire au SUDD team is compiling statistical data and completing a portrait of the capacity of courses to be developed in Gatineau. The portrait should be available in early August. As for the portrait of infrastructures in terms of location, capacity and accessibility, this has yet to be completed by the SUDD.
- The Tecumseh golf working group presents the three main elements guiding the mandate to present an overall development concept for the site:
The concept of spatial organization ;
1. Reflection on the practice of golf and future trends;
2. Ratio of golfers to population (market parameters (demand)).
- CMHC's portrait of Canada's housing shortage and the notion of affordability and home ownership are discussed.
To do:
- SUDD to provide community profiles and approved development projects when available.
- SUDD to provide its information needs to the Tecumseh Golf Group in order to complete an accurate picture of the golf situation for the purpose of offering comparables.
- The SUDD will confirm whether it can share the presentation plan to be submitted to the CDTH.
- The APPLICANT continues his efforts to gather data on the golf situation in Quebec and, if possible, in Canada.
- The REQUIRER offers his availability to the SUDD to hold another working and reflection meeting before September 13.
Done:
- THE APPLICANT forwarded two documents to SUDD on July 21, 2023, one dealing with market parameters, carrying capacity and the match between supply and demand, and the second document compiling a list of multi-criteria to determine a scoring method for Golf Club redevelopement.
Next step:
- Obtain feedback from the department on the shared data and provide the data the department has obtained on capacity - SUDD
